Driving people's centered Regional Intergration

Citizens’ Initiative for Regional Integration (CIRI) is a Pan-East African Organization/Movement advancing regional integration of the East African Community. As a leading advocacy, policy, and thought leadership organization, CIRI serves as a powerful platform through which citizens, civil society organizations, academic institutions, local governments, professional associations, and other stakeholders collectively shape the future of East Africa.

At the heart of our mission lies a profound belief that regional integration can only succeed when it is driven by the aspirations, participation, and ownership of the people themselves. We champion a vision of an East Africa founded and led by its own people on democratic values, shared prosperity, human dignity, and the rule of law.

CIRI generates research, develops innovative policy solutions, and mobilizes public engagement to influence decision-makers at national, regional, and international levels. We strive to transform regional integration from a governmental project into a people's movement, one that empowers citizens to actively shape the destiny of their community.

IDEOLOGICAL ORIENTATION

We believe that genuine regional integration must emerge from the aspirations, participation, and ownership of the people themselves. Integration should not be imposed from above; it should evolve naturally through shared experiences, mutual interests, cultural connections, and collective ambitions. Institutions must serve as enablers and facilitators of this process, empowering citizens rather than replacing their agency. CIRI advocates for an integration model rooted in indigenous knowledge, local ownership, grassroots mobilization, and African solutions to African challenges. We believe that sustainable integration can only flourish when it is nurtured by the will, confidence, and active participation of the people.

Meet Our Leadership Team

CIRI operates through a dynamic and accountable governance framework designed to reflect the diversity and aspirations of East African citizens. The organization is led by a Body of Trustee made of distinguished East Africans citizens who provide visionary leadership, institutional stewardship, and governance oversight to ensure that CIRI remains faithful to its mission and values. Interim proposed Board of Trustees 2026/2031.

Ugandan lawyer, politician, diplomat, and civil servant. He served as the secretary general of the East African Community (EAC) from 2001 until 2006.

Senior Counsel, prominent Tanzanian Lawyer, Human Rights activist, and the current President of the Tanganyika Law Society. He is known for the rule of law, constitutional reforms and good governance.

Mr. Mohamed Musa Mohamed

An experienced Public and Economic Policy Expert with over 24 years of experience in policy formulation and implementation on a wide range of global and domestic issues, having worked in the financial industry supporting institutions in general operations, policy formulation and implementation in both conventional and Islamic banking, public finance management advisory, debt and revenue management, fiscal responsibility for national and county governments, regional financial and fiduciary risks assessment. Currently Mohamed Musa is supporting Strathmore University's growth strategy in a variety of roles.

Communications Officer

He is currently the chief executive officer of Penter Group of Companies, a privately held family office with interests in various sectors of the Kenyan economy including agri-business, financial services, industrials and real estate. Jimi is a serial entrepreneur whose formal career in business begun in his early twenties when, after returning from university, he co-founded Kenya's first private garbage collection company, BINS Limited.
